HB 3443 adds “bias crime” as defined by ORS 147.380, ORS 166.155, and ORS 166.165 to a number of different statutes in the ORLTA. The term “bias crime” is added to all statutes that previously addressed tenant-impacts of domestic violence, sexual assault and stalking.
On July 6, 2023 the Oregon Legislature passed SB 611 which lowered the existing cap on annual rent increases for residential tenancies. With the Governor's signature the bill is now the law.
Answer: Currently, ORS 90.600(2)(b) limits rent increases to 7% plus CPI (“Cap”) for any 12-month period.

On December 13, 2021, the Oregon Legislature passed significant changes (SB891) to the process of non payment of rent. MHCO requested attorney Phil Querin to do a complete analysis of the new laws and provide guidance to owners/operators of manufactured home communities in Oregon.
[Update: The Multnomah County Board of Commissioners has passed Ordinance 1296, which changed the 60-day window to 90-days for the Pause on Notices and Evictions, as described below. This Ordinance became effective on July 9, 2021 and only applies to tenants residing in Multnomah County. Timeframes are updated below.]

Earlier this week the Oregon Legislature released proposed legislation for the upcoming 2021 Legislative Session. This is our first look at what the Legislature has in mind as we head into the six month session.
